“Thunder” Wireless Public Alert System

Public Alert Hardware Package

The system is intended to build a comprehensive emergency notification system for the population, governing bodies, and civil defense and RUERS officials and forces about the threat of emergency situations. The system is intended to build notification systems at local levels of management, as well as to build facility public-address systems.

The system allows for solving the following alert management tasks:

  • Preparation, storage, transmission and reception of voice and alphanumeric messages, alert management commands in manual, automatic and automated mode;
  • Preparation, storage and launching the alert scenarios, launch options and modes (circular, group, and selective);
  • Interfacing with upper-level warning systems (P-160, P- 166P-166TsP-166M);
  • Interfacing with natural hazards and technological processes control and monitoring systems, as well as with emergency forecasting systems, with the option of launching the alerts in automatic or automated mode based on data received from them;
  • Management of local warning means from several independent control panels of one or different management levels;
  • Setting the priorities and the procedure for interaction with alert management processes, diagnostics, mode and priorities for use of communication channels;
  • Automatic diagnostics of communication channels, control equipment and warning means;
  • Confirmation of the alert means launching on each particular linear set;
  • Logging the results of the system operation, operator actions, received and transmitted alert commands and messages, with the option for reporting based on logged data.

The system allows for alerting in the following ways:

  • Reproduction of pre-recorded voice alert message;
  • Reproduction of voice alert message transmitted from control panel (or microphone);
  • Reproduction of voice alert message synthesized by the linear controller from the alphanumeric (text) alert message received from the control panel;
  • Launch of electromechanical warning horns;
  • Display of an alphanumeric (text) alert message received from the control panel on a creeping line;
  • Launch of facility public-address systems, including EVACS;
  • Broadcast interception of wire broadcasting nodes;
  • Broadcast interception of cable TV;
  • Notification of officials by landline and mobile phones, SMS.

The system allows for performing notification via the following communication channels:

  • Digital 2-way relayed handshake communication radio channel;
  • GSM communication channel with transmission of voice messages and alert commands;
  • Ethernet communication channel with VPN application.

System Components:

1. Station set «Thunder-S»

General Purpose of Station Set:

  • Management of warning means included in «THUNDER» Public Alert Hardware Package both in automatic and in manual mode;
  • Arrangement of communication with linear sets of «THUNDER» Public Alert Hardware Package;
  • Arrangement of interface with Regional Automated Systems of Centralised Alert;
  • Arrangement of interface with natural hazards and technological processes control and monitoring systems, as well as with emergency forecasting systems;
  • Diagnostics of communication channels and monitoring of warning means performance;

Special software «THUNDER» provides for:

  • Shaping, transmission and reception of formalized commands, voice and text messages;
  • Creation and use of alert scenarios in manual, automatic and automated mode;
  • Displaying information on the progress of the alerting session and alert results on the video monitor;
  • Reception and display of received signals and alert information from higher authorities;
  • Collection and processing of information on the results of the use of terminal warning means;
  • Transmission of voice messages from a microphone or pre-recorded voice messages;
  • Exchange of voice and text messages between the control panels of own level and those of higher authorities;
  • Monitoring the status of terminal warning means without turning them on;
  • Documenting formalized commands and alert information received from higher authorities;
  • Documenting alerting and diagnostics results;
  • Creation and storage of the following data bases:
    • subscribers (terminal warning means) databases;
    • messages (voice and alphanumeric) databases;
    • alert scenarios databases;
    • alert session archives databases;
    • the system communication channels and equipment status monitoring databases.

The number, components and procedure for interaction between station sets in created system are determined at the design stage and depend on the scope and content of the tasks being solved.

The station set includes the following components:

Control Panel.

It is a server based on an industrial PC of 19″ rack version with pre-installed special software. It controls and interacts with the radio communication unit, GSM communication unit, the PSTN communication unit, and the interface unit via Ethernet. Operator workstation’s equipment is connected to the control panel.

Radio Communication Unit.

It is intended for organizing communication with linear sets via radio channel, for 2-way exchange of alert commands and alphanumeric messages for the subsequent synthesis of voice message.

GSM Communication Unit.

It is intended for organizing communication (transmission of voice signals and alert information and receiving confirmations) with linear sets via GSM communication channel and for automatic alerting on mobile and landline phones and SMS.

It provides for real-time alerting by broadcasting voice messages from microphone or received from a higher-level warning system, and broadcasting a pre-recorded message in «sequential calling» mode.

PSTN Communication Unit.

It is intended for organizing communication (transmission of voice signals and alert information and receiving confirmations) with linear sets via PSTN and for automatic alerting on mobile and landline phones.

It provides for real-time alerting by broadcasting voice messages from microphone or received from a higher-level warning system, and broadcasting a pre-recorded message in «sequential calling» mode.

Interface Unit.

It is intended for interfacing (receiving commands, voice and alphanumeric messages and alert information, transmitting confirmations and operational status) with the higher warning equipment of the Regional Automated Systems of Centralised Alert, as well as for interfacing (receiving formalized information) with natural hazards and technological processes control and monitoring systems, as well as with emergency forecasting systems.

Operator workstation is connected to the control panel. It includes the following equipment: 2 monitors, keyboard, mouse, microphone and acoustic speakers.

2. «Thunder» Linear Set

Linear set is intended for:

  • Receiving commands, messages and information alerts and transmitting confirmations via various communication channels;
  • Organizing the voice announcement;
  • Controlling the warning means;
  • Interfacing with local control and monitoring systems, as well as with facility public-address systems.

The linear set includes the following components:
